Construction Property Management
We specialise in the management of building projects for our clients. For those wishing to modernise their home, carry out alterations or build an extension you should first discuss your proposals with us. This includes building a new home where a property has been bought with the view to demolish and replace it.
We work well with local Architects and equally handle a lot of design work ourselves. We will see the project through the Local Authority Planning process and prepare the technical submission for Building Regulations approval. We then always advise on the preparation of a very detailed schedule of works with full specifications and schedules of specific materials (joinery, flooring, tiling, sanitary ware etc). These together with the plans will make up the tender document to be sent out to contractors for accurate pricing.
We will then administer the contract supervising the execution of the works to ensure that they are correctly carried out to a high standard of workmanship. Monthly accounts are prepared and the costings of any variations or extras are carefully checked against a previously agreed schedule of rates. Close monitoring of the building programme and regular site meetings are designed to ensure the project is completed on time.
Once complete we will prepare a detailed snagging list, oversee its execution, agree the final account and ensure all the relevant certificates are issued to you (building control completion certificate, service installations and other self certified installations e.g. double glazing).
We will ensure the project is completed to your satisfaction acting on your instructions at all times in a prompt and efficient manner.
Our role as Client Representative is pivotal to driving forward the project partnering process and therefore requires a strong personality with energy, honesty and openness, integrity and professionalism to deliver the service effectively.
The key aspects of the Client Representative role can be summarised as follows:
- To exercise any discretion fairly and constructively
- To facilitate an integrated design, supply and construction process
- To be supported by other Partnering Team members
- Organise and manage Core Group and Partnering Team meetings
- Organise and monitor Value Engineering, Value Management and Risk Management processes
- Organise Partnering Workshops
- Monitor project implementation on and off site
- Administer the Contract in relation to Time, Cost, Valuations, Project Completion and Defect Rectification

Completion & Snagging Reports
Purchasers of new buildings, residential or commercial, may feel they do not need a full building survey, but they do require a professional person to prepare a snagging schedule when the builder offers the property as completed.
Snagging inspections will identify the cosmetic problems as well as some of the potential defects particularly with regard to weatherproofing.
A snagging schedule is a detailed list of all the minor snags noted during the inspection, but not as deep as a full building survey in that no explanation for the defects will be given. They are pointed out merely as problems that the builder needs to resolve.
As well as preparing the snagging schedule, we can also undertake subsequent negotiations or discussions with the builder as to the extent of any remedial works that may be appropriate.
We would always recommend that a snagging inspection is carried out on all new build residential and commercial properties.
JSR Consultants have been commissioned to carry out snagging surveys for numerous residential and commercial clients.

Expert Witness / Dispute Resolution
Should a dispute be heading towards the courts, or another judicial body such as an arbitrator for resolution, JSR Consultants are able to act as an Expert Witness.
An Expert Witness is someone who has a special knowledge, skill, or experience in the subject about which he/she is to testify. The primary function of an expert witness is to express his independent expert opinion based on the information that is provided.
As an RICS Regulated Firm acting as an expert witness, we will conform to the requirements of the RICS Practice Statement for Surveyors Acting as Expert Witnesses. Furthermore we are also bound by the requirements of the Civil Procedure Rules that govern the way court cases are conducted in England and Wales.
It is important that the appointing party realizes that the overriding duty of any expert is to the court, or other judicial body, to help it decide matters within the expert’s expertise and not to the person paying the expert’s fees.
Expert evidence must be independent, objective and unbiased. The general requirement is for such evidence to be given in a written report and accordingly we prepare professional reports in accordance with the CPR and suitable for cross-examination.
In some disputes a court may appoint a ‘Single Joint Expert’ instead of the parties appointing their own experts to give evidence.
